Every number below comes from our canonical database and is stated with the sample it rests on.

There is a reason there is no fourth board this week, and we explain it below rather than pad one.
The best at every position
One player per position slot, classes 2027 through 2029. These ten hold 335 verified Division 1 offers between them. Offer counts are distinct college offers, and every commitment and star status was re-verified against the current roster on 2026-08-13.

- S, Isaiah Woodburn, Jay M. Robinson (Concord), class of 2028. 11 verified offers, uncommitted, and zero stars on any service. 96th production percentile among safeties.
- ATH, Vermont Carmack, Dudley (Greensboro), class of 2027. 40 verified offers, uncommitted, three-star.
Two names reward a second look. Rashad Streets carries 46 offers and an Oregon commitment out of Millbrook, the most recruited player anywhere in this preview. And Isaiah Woodburn is the outlier the ratings have not touched: an unrated safety who still tops his position on our board, holding 11 offers at a production percentile in the 96th. He is the bridge to the next board.
The recruits the rankings have not caught
These ten hold 93 verified Division 1 offers between them and carry zero stars on 247Sports, On3, Rivals and ESPN as of 2026-08-13. That is the whole claim. It is a ratings gap, not a discovery claim: the programs recruiting these players found them long before we listed them. Scope is the 2028 class.

Colt Hankins is the headline: fifteen Division 1 programs have offered a 2028 athlete that no service has rated. Two Mallard Creek defenders and two Grimsley players also make this list, which is not a coincidence, and the producers board explains why.
The programs producing the offers
Ranked by current-roster offer production, the sum of verified Division 1 offers held by every recruit on the roster in the 2024 through 2027 classes. These ten programs account for 1,551 verified offers across 106 recruits, about 15 offers for every recruited player.

Hough leads the state on volume with 302 offers across 22 recruits, and it is also where our cream-board linebacker Michael Griffin plays. Concentration tells a different story at the tail of the list: Garner carries 114 offers across just 3 recruited players and Southeast Raleigh 78 across 3, the two highest offer-per-recruit rates in the top ten. That points to a few heavily recruited prospects rather than broad depth. Southeast Raleigh is also home to two names above, cream-board tackle Grayson Williams and watch-list tackle Zamir Jackson.
Why there is no gem board this week
The series' fourth board is the gem list, unrated and unoffered underclassmen our model believes will not stay that way. North Carolina cannot fill one honestly right now. The state has only three gem-flagged players in the 2028 through 2030 classes, all three carry zero stars and zero offers, and only two of them have any recorded game production yet. A ten-row board cannot be built from two players, and we will not pad it, so North Carolina ships three boards this week instead of four. As this season's game data lands, that pool should grow.
How we counted
Every number comes from the Recruit Intel canonical database, read on 2026-08-13 and re-verified on 2026-08-14. Offer counts are distinct college offers per player, not raw offer rows, and quarantined rows are excluded. Production percentiles are position-normalized across our verified database. Star status is zero only when it is zero on all four services, checked at read time. Offensive and defensive linemen are ranked on verified offer volume alone, because linemen do not accumulate the box-score statistics the other positions are measured on.
Region membership is every North Carolina high school we track, 532 in total, with no sub-region split. Every player named here was re-verified against the current roster for class year, school, offer count and star status, and pinned to a single database record by id rather than by name. That last step matters: one candidate we considered for the watch list returned eight separate records under the same name and was left off because we could not resolve which one was which.
